U.S. Hails Nigeria’s Port Security Gains After 12-Year Vessel Restriction Ends

Washington says removal of Condition of Entry will cut shipping costs, improve vessel turnaround and strengthen Nigeria-U.S. trade

The United States Government has commended Nigeria’s sustained improvements in maritime security following the removal of a 12-year Condition of Entry imposed on vessels travelling from Nigerian ports to the United States.

The U.S. said the lifting of the restriction represents a significant step forward for Nigeria’s maritime industry, with the potential to reduce security-related costs for shipping operators, improve vessel turnaround times and strengthen trade between the two countries.

The commendation was conveyed in a letter dated August 26, 2026, addressed to the Minister of Marine and Blue Economy, Dr Adegboyega Oyetola, by the U.S. Assistant Secretary of State for African Affairs, Frank W. Garcia Jr.

Garcia described the development as evidence of Nigeria’s sustained strengthening of port security and compliance with international anti-terrorism requirements. He also reaffirmed Washington’s commitment to its maritime and economic partnership with Nigeria.

The U.S. diplomat said the removal of the restriction would reduce additional security requirements and associated costs for vessels operating between Nigeria and the United States, while improving turnaround times and schedule reliability for shipping operators.

The development followed the United States Coast Guard’s August 19 decision to remove the Conditions of Entry on vessels arriving in the United States from Nigeria. The restriction had been in place since 2014 and subjected affected vessels to additional security measures and scrutiny.

Nigeria’s maritime authorities said the lifting of the restriction followed sustained efforts to strengthen port security and implement the International Ship and Port Facility Security Code across the country’s ports and maritime facilities.

According to the Nigerian Maritime Administration and Safety Agency, NIMASA, the U.S. Coast Guard conducted four comprehensive assessments of Nigeria’s maritime security framework and port facilities between March 2024 and April 2026 before the restriction was removed. The assessments recorded significant progress in security performance and compliance.

Reacting to the U.S. commendation, Oyetola credited President Bola Ahmed Tinubu’s leadership and strategic support, particularly the administration’s decision to make the marine and blue economy a major component of its economic transformation agenda.

The minister described the lifting of the Condition of Entry as a major milestone for Nigeria’s maritime sector and an affirmation of progress in security, regulatory compliance and international maritime cooperation.

Oyetola also highlighted the wider economic implications, saying the development would position Nigerian ports to compete more effectively for international shipping business. With the additional restrictions removed, shipping lines operating between Nigeria and the United States are expected to benefit from lower security-related costs, fewer procedural burdens, faster vessel turnaround and greater schedule reliability.

The U.S. endorsement therefore places fresh international recognition on Nigeria’s efforts to improve maritime security while creating an opportunity for the country to attract greater shipping activity, strengthen port competitiveness and deepen bilateral trade with the United States.
