In a decisive move to enforce industrial safety standards, the Federal Government, through the Ministry of Labour and Employment, ordered the immediate shutdown of the African Refractory and Allied Products Company (ARAP) on March 10, 2026. The facility, located along the Ogijo industrial corridor in Sagamu Local Government Area, was closed following a comprehensive inspection conducted by the Occupational Safety and Health Department.

The directive, issued by the Minister of State, Nkeiruka Onyejeocha, came after inspectors uncovered serious violations of the Factories Act of Nigeria, particularly Section 30, which mandates protective measures for workers exposed to hazardous substances. Evidence from the inspection revealed that employees were subjected to dangerously high levels of silica dust, a byproduct known to cause permanent lung damage and chronic occupational diseases.

The inspection report highlighted several areas of regulatory neglect:
Operational Licensing: ARAP could not produce valid documentation for the renewal of its operational license.
Nature of Operations: Significant discrepancies were found between the company’s officially declared activities and its actual production processes.
Safety Infrastructure: The facility lacked critical protective equipment and proper ventilation systems, putting workers at severe risk.
In response, a Prohibition Notice has been formally served to the management of ARAP, and a joint investigative team has been constituted to ascertain the full extent of regulatory violations.
This closure reflects a broader commitment by both federal and state authorities to enforce industrial safety without compromising workforce welfare. In tandem with the federal action, the Ogun State Government has launched a health audit of residents in the Ogijo community, with particular focus on vulnerable groups such as expectant mothers, to screen for exposure to lead and other environmental contaminants.
The ARAP shutdown underscores the growing emphasis on industrial accountability, labor protection, and public health as Ogun State continues to balance economic growth with the safety and wellbeing of its citizens.
