The Lagos State Government has commenced a dual job-specific training programme for engineers and human resource officers in the state civil service as part of efforts to strengthen professional competence, productivity and adaptability within the public sector.
The programme, organised by the Lagos State Ministry of Establishments and Training, attracted more than 200 participants and is being held concurrently at the Lagos Chamber of Commerce and Industry (LCCI).
The capacity-building initiative is designed to equip participating civil servants with relevant technical knowledge, practical skills and contemporary approaches needed to respond effectively to emerging challenges in their respective fields.
The engineering component of the programme is themed “Effective Engineering Solutions for Public Sector Challenges,” while the human resource officers are being trained on “Human Resource and Organisational Management.”
Declaring the programmes open, the Permanent Secretary, Ministry of Establishments and Training, Dr. Olubusola Abidakun, urged participants to take full advantage of the training by actively participating in the sessions, acquiring new knowledge and sharing their professional experiences with one another.
Abidakun stressed the importance of continuous learning and professional development in maintaining an efficient and responsive public service.
She also encouraged the participants to approach the programme with an open mind, noting that effective capacity development should provide opportunities not only for acquiring professional knowledge but also for interaction, networking, experience-sharing and the exchange of practical ideas.
The Permanent Secretary commended the Lagos State Governor, Mr. Babajide Olusola Sanwo-Olu, for what she described as his administration’s sustained commitment to human capital development and efforts to build a competent, efficient and future-ready civil service.
According to her, continuous investment in the capacity of public servants remains essential to ensuring that government officials are adequately prepared to deliver quality services to Lagos residents.
One of the resource persons at the engineering capacity-building programme, Engr. Abiola Kosegbe, a former Permanent Secretary in the Lagos State Government, also commended the Sanwo-Olu administration for prioritising human capital development within the state public service.
Kosegbe addressed participants on some of the challenges confronting effective engineering solutions in the public sector and discussed practical approaches for addressing them.
Her presentation focused on equipping engineers with the analytical and problem-solving skills required to develop workable solutions to technical and infrastructural challenges encountered in government.
The training is expected to provide participants with opportunities to examine real workplace challenges, exchange professional experiences and explore approaches that can improve efficiency and service delivery across the Lagos State Public Service.

The simultaneous training of engineers and human resource officers also reflects the importance of both technical expertise and effective personnel management in achieving a productive public sector.
While engineers play critical roles in infrastructure planning, development and maintenance, human resource officers are responsible for supporting workforce planning, staff development, organisational effectiveness and employee management.
The Lagos State Government’s latest capacity-building initiative therefore seeks to strengthen two important components of the civil service while promoting a culture of continuous learning and professional excellence.
The programme forms part of the state’s broader effort to develop a skilled and adaptable workforce capable of responding to changing demands in public administration and service delivery.
