Amsterdam Tops Europe’s Least Affordable Housing List, Turin Named Most Accessible

Buying a home in Europe is becoming a luxury many can’t afford, and the latest Deloitte European Property Index 2025 shows just how wide the gap has grown between cities.
Amsterdam takes the crown as Europe’s most expensive city to buy a home, where an average buyer needs 15.4 years’ worth of gross salary to afford a 70 m² apartment. Close behind are Athens (15.3 years) and Prague (15 years), showing that even beyond the usual pricey capitals, costs are soaring.

On the flip side, Turin in Italy and Odense in Denmark emerged as Europe’s most affordable cities, needing just 4.9 annual salaries to secure a home. Manchester, Aarhus, and Katowice also made the “budget-friendly” list.

Least Affordable Cities to Own a Home
Amsterdam, Netherlands
Athens, Greece
Prague, Czechia
Košice, Slovakia
Brno, Czechia
Banská Bystrica, Slovakia
Bratislava, Slovakia
Ljubljana, Slovenia
Thessaloniki, Greece
Budapest, Hungary

Most Affordable Cities to Own a Home
Turin, Italy
Odense, Denmark
Manchester, UK
Aarhus, Denmark
Katowice, Poland
Zagreb, Croatia
Celje, Slovenia
Maribor, Slovenia
Florence, Italy
Győr, Hungary

The study exposes a sharp imbalance: while some European cities remain within reach for average earners, others have become virtually unattainable without years of saving.
